Authorized Hearing

Kleberg - Rylie Authorized Hearing
(Z-26-000217)
DCH Body

The Kleberg–Rylie authorized hearing combines the formerly separate East Kleberg and West Kleberg authorized hearing areas into a single, unified boundary of approximately 7,722.543 acres in southern Dallas. The area includes a variety of residential, commercial, industrial, agricultural, and undeveloped properties. Consolidating the two areas allows the City to evaluate zoning across Kleberg-Rylie as a whole while considering the distinct land use, zoning, and community characteristics of different areas within the boundary, in alignment with ForwardDallas 2.0 and the community's long-term development vision.

WHERE ARE WE NOW?

  • A series of In-Person and Virtual meetings are scheduled between now and December 15, 2026. See below for full list of meeting and the sub-area discussed at the meetings.
  • The Research and Engagement phase is currently underway. A Kick-off Meeting was held on October 29, 2026.

SCOPE & OBJECTIVE

A request to place this item on the City Plan Commission agenda was submitted on August 12, 2026. The purpose of this authorized hearing is to evaluate and consider appropriate zoning across the Kleberg-Rylie area, including use, development standards, and other regulations. This may include, but is not limited to:

  • Reviewing and establishing appropriate land uses and development standards across all sub-areas.
  • Bringing existing nonconforming uses, including manufactured housing communities, into zoning compliance where feasible.
  • Protecting stable single-family and manufactured-housing residents by ensuring compatibility with adjacent industrial, commercial, and vacant land.
  • Addressing recent state legislative changes (SB 840 and SB 15) affecting the City's zoning and development-standard authority.
  • Identifying appropriate uses for large tracts of vacant and floodplain-constrained land, including the former Trinity Oaks landfill area.

Due to the size and complexity of the combined area, the hearing is organized around distinct geographic sub-areas, each reflecting different land use, zoning, and community conditions, consistent with the goals of ForwardDallas 2.0 to support a balanced mix of residential, commercial, and industrial growth.

BACKGROUND

EXISTING ZONING CONDITIONS

The authorized hearing covers property with a mix of zoning districts. Below is the complete list of current zoning districts within the Kleberg-Rylie authorized hearing area, as identified in the authorization request:

  • Residential Districts: D(A), R-1/2ac(A), R-10(A), R-16(A), R-1ac(A), R-5(A), and R-7.5(A) — a range of single-family and duplex districts distinguished primarily by minimum lot size, from 5,000 square feet up to one-half and one-acre lots.
  • Townhouse Districts: TH-1(A) and TH-3(A).
  • Multifamily Districts: MF-1(A), MF-1(A)(SAH), and MF-2(A)(SAH)
  • Mobile Home District: MH(A).
  • Mixed Use Districts: MU-1 and MU-1(SAH).
  • Office Districts: LO-1 (Limited Office) and NO(A) (Neighborhood Office).
  • Retail and Commercial Districts: CR (Community Retail), CS (Commercial Service), and NS(A) (Neighborhood Service).
  • Industrial Districts: IM (Industrial Manufacturing) and IR (Industrial Research).
  • Agricultural District: A(A).
  • Planned Development (PD) Districts: PD No. 162, 258, 399, 512, 566, 672, 752, 777, 789, 797, 819, 969, 1042, 1055, 1075, 1096, and 1100. Each PD is a customized zoning district with its own regulations, often tailored to a specific project or property.

EXISTING LAND USE CONDITIONS

Retail and neighborhood-serving commercial uses are limited relative to the area's population, resulting in a documented retail gap in parts of West Kleberg. Large tracts of vacant and underutilized land throughout the area represent significant potential for future development as part of this authorized hearing.

Key institutional anchors include:

  • Schools: Kleberg Elementary School, Ebby Halliday Elementary School, and other Dallas ISD campuses serving the area.
  • Transportation: Interstate 20, US Highway 175, and Kleberg Road serve as the primary regional and local corridors; no rail transit is currently planned for the area.

AUTHORIZED HEARING PROCESS

The authorized hearing process provides residents, property owners, business owners, and other stakeholders with the opportunity to participate in the decision-making process regarding zoning, development standards, and other regulations in a specific area. The process emphasizes community involvement and ensures that the City of Dallas does not make any changes to zoning without input from stakeholders. Typically, the authorized hearing process involves:

  • Reviewing current zoning and land uses in an area.
  • Addressing land use incompatibility and inconsistencies.
  • Developing recommendations for zoning changes.
