​Authorized​ by the Dallas City Plan Commission (CPC) on March 8, 2024, this Authorized Hearing supports the implementation of the West Oak Cliff Area Plan (WOCAP). WOCAP, unanimously adopted by the CPC on September 15, 2022, establishes a long range vision for future land use, urban design, mobility, infrastructure, historic preservation, economic development, and development patterns in the West Oak Cliff area.

This Authorized Hearing focuses generally on neighborhoods surrounding the DART Tyler/Vernon Station. The hearing area covers approximately 277.83 acres and contains a mix of residential, commercial, office, and industrial zoning districts.

Through this process, City staff will evaluate existing zoning, engage with the community, and develop recommendations that improve land use compatibility and further the City’s long term planning objectives in alignment with Forward Dallas 2.0.

SCOPE & OBJECTIVE

This authorized hearing aims to evaluate and establish appropriate zoning and development standards for the area. This may include, but is not limited to:

  • The appropriateness of the TH-3(A) Townhouse district (bounded by Wilbur Street to the north and W. Illinois Avenue to the south and including lots on both sides of S. Tyler Street and Boyd Street).
  • Duplexes and triplexes compatible with established character and scale, by right.
  • Accessory dwelling units (ADUs) by right.
  • Sidewalks and streetscapes, specifically on Nolte Drive, Pembroke Avenue, Tyler Street, and Boyd Street.
  • Parking (for ADUs, resident only).
  • Landscaping and green spaces.
  • Applying other zoning regulations as necessary.

BACKGROUND

The Authorized Hearing area is generally bounded by: 
North: W. Brooklyn Avenue and W. Page Avenue
East: S. Tyler Street, W Clarendon Drive, and S. Vernon Avenue
South: W. Illinois Avenue
West: S. Polk Street, Wright Street and S. Montclair Avenue

EXISTING CONDITIONS

An initial review of zoning, land use, and development patterns within the Casa Guanajuato/South Edgefield/Polk Vernon authorized hearing area found that the area is predominantly residential, with most land devoted to single-family uses, along with some duplexes and multifamily units in select parts of the community. A distinctive feature of the area is Tyler/Vernon Station, located on the Red L​ine of the Dallas Area Rapid Transit (DART) rail system. Together with the nearby Hampton and Westmoreland stations, it provides direct rail service to downtown Dallas, while Hampton and Westmoreland have also been identified as part of DART's transit-oriented development (TOD) planning efforts. Adjacent to the station is the former Dixie Wax Paper Company factory, which has been repurposed as a mixed-use complex housing a variety of small businesses. Overall, the authorized hearing area includes a mix of residential neighborhoods and commercial corridors, along with site-specific zoning districts that influence current land-use patterns.

​Opportunities
  • Existing anchors such as Tyler Station, Winnetka Elementary School, and the commercial corridors along Clarendon and Edgefield, as well as Wynnewood Village Shopping Center, can serve as catalysts for additional activity.
  • Community support for Accessory Dwelling Units (ADUs) during the WOCAP process.
  • Elmwood Greenway and new trail extension can anchor improved pedestrian/bicycle networks.

Challenges

  • Introducing additional housing options (such as duplexes, triplexes, and cottage homes) would require balancing the community’s long standing single family character with the city’s broader goal of expanding housing choices near transit.
  • Low DART ridership driven by homogenous land use patterns and limited employment opportunities in the area.
  • Gaps in pedestrian and bicycle infrastructure—missing sidewalks, poor ADA conditions, and no bike lanes—make accessing the station difficult.


Authorized Hearing Process

The authorized hearing process provides residents, property owners, business owners and other stakeholders with the opportunity to participate in the decision-making process regarding zoning, development standards and other regulations in a specific area. The process emphasizes community involvement and ensures that the City of Dallas does not make any changes to zoning without input from stakeholders. Typically, the authorized hearing process involves

  • Reviewing current zoning and land uses in an area
  • Addressing land use incompatibility and inconsistencies
  • Developing recommendations for zoning changes
