​​The West Southern Gateway Authorized Hearing is a city-initiated rezoning focused in the West Southern Gateway area. The purpose of the study is to evaluate existing zoning and consider potential zoning changes that improve land use compatibility and guide future growth consistent with the City's planning goals and ForwardDallas 2.0.


The West Southern Gateway Authorized Hearing ​area is located along the East Jefferson Boulevard corridor, generally southeast of the Bishop Arts District and adjacent to Interstate Highway 35E. The approximately 61-acre study area is bounded by E. Jefferson Boulevard to the north, S. Beck​ley Avenue to the west, and S. Marsalis Avenue to the east. It includes a mix of Regional Retail, Mixed Use, and Planned Development zoning districts.Located between the Bishop Arts District and Halperin Park, the study area is experiencing continued public and private investment. The Authorized Hearing provides an opportunity to evaluate existing zoning, development standards, and land use patterns and to consider whether zoning changes may be appropriate to improve land use compatibility, address underutilized and vacant properties, and support future growth consistent with ForwardDallas 2.0 and the City's long-term planning goals.

SCOPE & OBJECTIVE

The purpose of this Authorized Hearing is to consider appropriate zoning for the designated area. This may include, but is not limited to:

  • Reviewing current land uses, zoning, and development standards
  • Establishing appropriate land uses and development standards compatible with existing and future development
  • Resolving zoning inconsistencies across multiple overlapping Planned Development districts · Providing opportunities for revitalization and equitable economic development
  • Protecting existing residential uses and community-serving businesses from displacement
  • Aligning zoning with the surrounding investments and catalyst projects

WHAT HAPPENS NEXT?
The Authorized Hearing process provides stakeholders with the opportunity to participate in the decision-making process regarding zoning, development standards, and other regulations in a specific area. The process emphasizes community involvement and ensures that the City of Dallas does not make zoning changes without input from stakeholders. Typically, the authorized hearing process involves:

  • Reviewing current zoning and land uses in an area
  • Addressing land use incompatibility and inconsistencies
  • Developing recommendations for zoning changes
  • Conducting community meetings and public hearings before the City Plan Commission and City Council
