​The Wheatland–Danieldale Authorized Hearing area encompasses approximately 1536 acres along the southern boundary of the Dallas city limits. The area is primarily zoned for light industrial and regional retail uses, with some parcels zoned for multi-family and office developments. The Authorized Hearing process provides an opportunity to reexamine existing zoning and help guide future development in a way that al​igns with community values, goals, and the City’s long‑term vision.

SCOPE & OBJECTIVE 

The City Plan Commission authorized a city-initiated zoning review for the Wheatland-Danieldale area on January 5, 2023. The purpose of this Authorized Hearing is to evaluate and consider appropriate zoning for the designated area. This may include, but is not limited to: 

  • ​Reviewing and establishing appropriate land uses and development standards. 
  • Applying other zoning regulations as necessary. 
  • Bringing existing nonconforming uses into zoning compliance. 
  • Protecting residential uses by ensuring compatibility with current nonresidential uses and anticipated future development. 
Due to the large pre​sence of light industrial uses, appropriate development standards and zoning regulations for the area must be cohesive and compatible with the goals of Forward Dallas 2.0 to support future residential and mixed‑use developments as well as industrial and commercial growth.

North: W. Wheatland Road
South: W. Danieldale Road
West: Dallas boundary generally following Old Hickory Trail, Westmoreland Road, and Bolton Boone Drive
East:   I-35E

EXISTING ZONING CONDITIONS 

The Authorized Hearing area consists of multiple zoning districts and planned developments. Below is a list of all the current zoning districts. Click to see the Existing Zoning Map of the area. 

  • R‑7.5(A) Single Family District:  Single‑family residential district with 7,500 square feet minimum lots. 
  • MF‑2(A) Multifamily District 2: Medium‑density multifamily district containing a mixture of single family, duplexes, and apartments. 
  • CR Community Retail District: Commercial district intended for neighborhood‑serving retail and services. 
  • RR Regional Retail District: Higher‑intensity retail district serving regional areas with large‑scale commercial and office uses. 
  • LO‑1 Limited Office District 1: Allows low‑intensity office uses. 
  • LO‑3 Limited Office District 3: Higher‑intensity office district allowing larger office structures. 
  • IR (Industrial/Research): Light industrial district for research facilities, warehousing, offices, and limited manufacturing. Less intense than IM. 
  • MC‑4 Multiple Commercial District 4: Encourages a broad mix of moderate to high-intensity commercial uses on one site. 
  • Planned Development (PD) Districts: PD No. 240, 464, 598, 668, 678, 689
    Planned Developments are customized zoning districts created by the city to allow unique combinations of land uses or development standards. Each PD has its own set of regulations—often tailored to a specific project or property (for example, a mixed-use campus or a special commercial corridor). PD documents can be accessed by searching the City of Dallas website using the search tool. 

 

EXISTING LAND USE CONDITIONS 

The area currently consists predominantly of light industrial land uses, including warehousing, storage facilities, distribution centers, light manufacturing, and assembly operations, along with a mix of small and large commercial businesses. Active commercial uses in the area include restaurants, car dealerships, auto repair shops, lodging, offices, and big‑box retailers. Residential uses are limited and primarily consist of multi‑family garden‑style apartments with one single‑family neighborhood within the area.

AUTHORIZED HEARING PROCESS 

The authorized hearing process provides residents, property owners, business owners and other stakeholders with the opportunity to participate in the de​​cision-making process regarding zoning, development standards and other regulations in a specific area. The process emphasizes community involvement and ensures that the City of Dallas does not make any changes to zoning without input from stakeholders. Typically, the authorized hearing process involves: 

  • Reviewing current zoning and land uses i​n an area 
  • Addressing land use incompatibility and inconsistencies 
  • Developing recomm​endations for zoning changes
