The City of Dallas Department of Transportation and Public Works is conducting a corridor study for parallel one-way streets S Beacon St. and Graham Ave. between Columbia Ave./Abrams Rd. and Samuell Blvd./E Grand Ave. in East Dallas. 

The goals of the project are to enhance connections from the Santa Fe Trail to Grand Avenue shops, Samuell-Grand Park, and the Trinity Forest Spine Trail for all modes of travel, as well as increase roadway safety and slow vehicle speeds on the corridor.

This project will:
  • Evaluate options for accommodating a bike facility to connect the Santa Fe Trail to Grand Avenue shops, Samuell-Grand Park, and the Trinity Forest Spine Trail.
    • The latest draft of the Dallas Bike Plan update identifies bike lanes on S Beacon St. and Graham Ave. as one of the Top 15 Priority Projects for implementation.
    • Many existing factors in this area resulted in a challenging connection to design, which required this separate study for public input.
  • Evaluate options for, and pros/cons of, converting S Beacon St. and Graham Ave. from one-way operations to two-way operations.
  • Select a roadway design to engineer and construct.

Transportation and Public Works staff will present the results of the roadw​ay study, final recommendations for roadway safety and mobility improvements, and next steps for the study corridor on Monday, March 16, 2026 from 6:30 to 7:30 at the Samuell Grand Recreation Center, 6200 E Grand Ave, Dallas TX 75233.

A public meeting was held on October 16th, 2024 at the Samuell-Grand Recreation Center from 6:00-7:30. The public feedback survey for this phase of engagement closed on February 28, 2025.  The meeting materials from this phase remain available to view below.

Existing Conditions

  • The three-lane one-way roads that are present on S Beacon St. and Graham Ave. act as a "raceway" during non-rush hour times, leading to speeding concerns. During rush hour, these roads are used mostly by "cut through" traffic.
  • The study corridor has sections of missing sidewalk, sidewalk in poor condition, and sidewalk ramps that are missing, and crosswalks that are missing or are in poor condition.
  • S Beacon St. is designated as part of the Dallas Vision Zero High Injury Network, representing the city streets that account for a disproportionate number of fatal and severe crashes (i.e., the 7% of roads where 62% of crashes resulting in a death or severe injury occurred). 
  • Traffic signals on the corridor are aging and in need of replacement.
  • There is an opportunity to connect existing bike lanes on Abrams Rd, the Santa Fe Trail, and the Trinity Forest Spine Trail to the corridor for a comfortable, safe, and continuous network of bicycle infrastructure.

    • Two travel lanes each direction between Columbia Ave./Abrams Rd. and Santa Fe Ave.
    • One travel lane in each direction between Santa Fe Ave. and Samuell Blvd./Grand Ave.

  • Center turn lane on Graham Ave.
