About the Shared Dockless Vehicle Program

The City's scooter share and e-bike share program, collectively known as the "Shared Dockless Vehicle Program," allows for the rental of scooters and e-bikes. Three companies are currently permitted to place motor-assisted scooters or e-bikes in the public right-of-way for people to rent.  Bird (silver and blue vehicles), Lime (green and white vehicles), and Spin (orange and black vehicles) were selected through a competitive process to operate for the 2025-2026 permit cycle. Each company has a maximum number of devices that can be deployed at any given time, with opportunities to incrementally increase that number over time.

Program Updates

A Public Hearing is scheduled for Thursday, April 16 at 6:00 pm to present proposed amendments to the Shared Dockless Vehicle Program Rules. This hearing will be held at City Hall in the L1FN Auditorium and via Microsoft Teams at https://bit.ly/DallasDockless2026​. Residents may request auxiliary aid service and/or translation by calling 214-670-6904 or emailing DDOTPlanning@dallas.gov, three (3) business days prior to the scheduled meeting. The City of Dallas Department of Transportation and Public Works​​ accepted applications for 2026-2027 Shared Dockless Vehicle Operating Authority Permits this spring through April 6, 2026 at 5:00 pm local time.  For more information and the full call for applications schedule, please see the “2026-2027 Call for Permit Applications" at the bottom of this webpage.​


Rider Information

How to Rent a Scooter or E-Bike

Scan the QR code or barcode on the bike or scooter with the camera on your phone and follow the instructions. For other options for renting, please call the customer service number for the company you would like to use.

Where to Park

  1. In scooter and bicycle parking corrals
  2. In the landscaping/buffer zone between the sidewalk and the street in a manner as to not block the sidewalk for other pedestrians
  3. At the curb facing the street, on sidewalks that are at least 8 feet wide
  4. At least 10 feet away from any intersection, crosswalk, public transit shelter, or public transit stop
  5. Locked to a bike rack, if the scooter contains a locking mechanism

Report improperly parked vehicles to the applicable operator or though Dallas 311.

Riders who improperly park rented scooters or e-bikes will be fined $20 by the scooter company.

Riding Restrictions

  • *Scooters (rented and privately owned) may not be ridden on or in: sidewalks, trails, parks, plazas, on roads with a speed limit of 35 MPH or higher, and in other designated No-Ride Zones. Riders must dismount and walk their device through these areas.
  • *There is a city-wide speed limit of 20 MPH for scooters and e-bikes.
  • In Slow-Ride Zones, riders must slow to 10 MPH. To see where Slow-and No-Ride Zones are located, check out the interactive map.
  • Shared Dockless Vehicles are available for rent between the hours of 5:00am - 8:45pm, with all rides ending by 9:00pm.
  • Scooters and e-bikes may not be rented to people under 16 years of age.
*Riders that do not comply with these rules can be issued fines of up to $200 (Section 28-41.1.1(k) of the Dallas City Code).


Do's and Don'ts

  • ​DO ride one person per scooter 
  • DO yield to pedestrians
  • DO follow traffic signals, laws, and signs
  • DO ride with the flow of traffic
  • DO ride in the middle of the lane
  • DO ride in bike lanes when available
  • ​DO NOT ride on the sidewalk, except to start or end a ride
  • DO NOT ride while intoxicated
  • DO NOT do burnouts or stunt riding
  • DO NOT wear headphones
  • DO NOT park near intersections, in the street, or in front of building entrances

About the Program

How many scooters and e-bikes are there?

There currently is a total of 3,250 ​dockless vehicles permitted to operate in the city at this time. This number may be increased in the future.

  • Bird: up to 750 Scooters
  • Lime: up to 1650 Scooters, 100 E-Bikes
  • Spin: up to 600 Scooters, 150 E-Bikes

City Regulations

Sec. 28.41.1.1 of the City Code contains regulations on riding and parking electric and motor-assisted scooters and bicycles.

Chapter 43, Article X of the City Code contains regulations on shared dockless vehicle operators.

The Program Rules govern the shared dockless vehicle operating permit.


2026-2027 Permit Applications

The City of Dallas will accept applications for a 2026-2027 Shared Dockless Vehicle Operating Authority Permits from March 17 to April 6 at 5:00pm CT. The City intends to award permits to up to three companies to offer shared dockless vehicle services in Dallas.  Rules and regulations related to the permit program, scooters, and electric bicycles can also be viewed at the links under "About the Program" section below. This will be the only opportunity to apply for a permit until the spring of 2027.
