The board of directors shall make recommendations to the City Council concerning the administration of the appointed TIF District. Each board has its own specified board membership appointments and number of members necessary for a quourm. 

Members of the commission must meet the following qualifications:
(1) Section 311.009 of the Texas Tax Code provides that a board member must be at least 18 years of age and be a resident of the county in which the TIF District is located (Dallas County) or an adjacent county (Ellis, Collin, Kaufman, Rockwall, Denton or Tarrant County) or own real property that is located in the TIF District.;
(2) Although TIF board members may own property that is located in the TIF District on which they serve, you are prohibited from having a direct or indirect financial interest in a city contract that involves the use of TIF funds from the TIF District on which you serve;
(3) Appointees may not submit a bid or proposal, on behalf of themself or on behalf of a private business entity, to make a contract involving the use of TIF funds from the TIF District on which you serve.
