The listening session will allow childcare providers to share some of the Early Childhood and Out-of-School Time Services Program needs and financial, staffing, clientele, and facility impacts. Friends of Bachman Lake, has been leading the charge to develop a broader plan for NW Dallas that addresses the lack of safe access to parks and trails.   

It is through community engagement that they have been able to secure $1M from the North Texas Council of Governments to study and plan for improvements in the area.  In October, NCTCoG and National Parks released a community survey that will serve to guide the planning teams forming next year. The survey should get the neighborhood perspective on the good, the bad and the ugly in terms of pedestrian/cycling mobility in Northwest Dallas.

The Texas Department of Transportation (TxDOT) invites you to join them at the upcoming initial public meetings for the Northwest Highway (Loop 12) Feasibility Study on December 7th at 6:00 pm.

The Texas Department of Transportation (TxDOT) is conducting a feasibility study for improvements to Northwest Highway (Loop 12) from Inwood Road to Hillcrest Avenue in Dallas County, Texas. 

The purpose of the Northwest Highway (Loop 12) Feasibility Study is to develop and analyze conceptual alternatives for Northwest Highway (Loop 12).

on Monday Dec. 7, 2020 and will remain available online through the comment period deadline of Tuesday, Dec. 22, 2020.

New text message alerts launch for Dallas residents

DALLAS —The City of Dallas Office of Communications, Outreach and Marketing has launched a new text message alert system that allows the community to receive news updates directly to their mobile phones.

The text alert system, which is being administered through GovDelivery, will be a way for the City to provide important information for a variety of situations including City facility closures, event cancellations and important updates regarding the City's response to COVID-19.

To subscribe, residents can text DALLAS NEWSENG (or DALLAS NOTICIAS for Spanish speaking subscribers) to 468311. The service is free, but standard text messaging and data rates may apply.

This new system was created to make City of Dallas news more accessible to the community.  "By providing residents updates via text, the City of Dallas is helping to close the digital divide and more equitably serving as a trusted primary source of timely information in English and Spanish," said Catherine Cuellar, City of Dallas Director of Communications.

The new text message alerts will be used for non-emergency purposes.  For emergency notifications, residents should opt into Dallas Alerts to receive notifications such as severe flooding, chemical emergencies and other potential public safety risks.

COVID Testing Site Change

A new COVID-19 testing site opens this morning Monday, Aug. 3 at Eastfield College in Mesquite. This site is being transitioned from the University of Dallas in Irving, which concluded testing Friday. City of Dallas and Dallas County residents are eligible for a free COVID-19 test from 7 a.m. to 1 p.m., Monday through Saturday, in the La Prada Drive parking lot entrance. Screenings are free and residents must show a utility bill, library card, or other proof of Dallas residency for address verification.

Dallas Public Library launches curbside service June 9

(DALLAS) – As part of the Library to Go initiative, Dallas Public Library will launch "Curbside Pickup" in 16 library locations around Dallas on Tuesday, June 9. Readers will be able to check out materials through the new Library To Go service, Tuesday through Saturday between 10:30 a.m. and 5:30 p.m.

Customers can request books, DVDs, CDs and hotspots through the library website or by phone. Once customers receive notification that their items are ready for pickup, they can call the designated location to schedule an appointment. Library staff will deliver items to their cars without any close contact.

Library To Go will be available Tuesday through Saturday between 10:30 a.m. and 5:30 p.m. at select locations. Book return bins are open at the Library To Go locations only. Returned items will sit in quarantine for at least four days before they are checked in by staff.

Libraries have been closed since the county's shelter-at-home order in March. These plans were devised with a goal of resuming library service for the community in a way that protects library staff as well as the public. As COVID-19 orders improve, services will increase incrementally.

City Manager implements new orders following local protests

Dallas, Texas – Following Texas Governor Greg Abbott's and Dallas Mayor Eric Johnson's declarations of a State of Disaster on Sunday, May 31, City Manager T.C. Broadnax signed orders instituting a curfew in central Dallas from 7 p.m. to 6 a.m. Section 14B of the Dallas City Code allows the curfew to protect life and property and preserve critical resources while a state of disaster is in effect.

The emergency regulations set by City Manager Broadnax establish a nighttime curfew limiting travel and gathering in central Dallas' public places from Oak Lawn to the north, Riverfront to the west, Corinth to the south, and Peak to the east including the downtown, Deep Ellum, Farmers Market, Cedars, Uptown, and Victory Park neighborhoods. Individuals traveling to and from work, seeking medical attention or engaging in exempt activities, fleeing dangerous situations, or experiencing homelessness are exempt from the curfew. Residents or employees who live or work in the curfew area should be prepared to show proof of residency or work credentials if they need to travel in or out of the area while curfew is in effect.

"We are a resilient city and will make a full recovery, but first the health and safety of Dallas' residents, business patrons, employees, and owners, and our first responders are our highest priority in instituting this temporary curfew," said City Manager T.C. Broadnax. "While many are understandably still shocked, grieving, and peacefully protesting the tragic loss of Mr. Floyd, it is no excuse for violence, looting, or vandalism. We must also remember we are still in the midst of the COVID-19 pandemic and Dallas residents are safest at home. The City of Dallas and DPD continue to respect and protect the rights of peaceful protestors but urges those gathering to exercise personal responsibility and practice social distancing."

DPD will protect peaceful protestors, residents, and business' owners, patrons, and employees; manage traffic; and vigilantly remove or control bricks or anything which may be used to harm people, vandalize or destroy property, or aid in other criminal mischief.

Governor Abbott's disaster declaration for the entire state of Texas has also activated the National Guard, and between 120 and 150 National Guard officers in Grand Prairie are available if needed.

All Dallas residents are strongly urged not to take matters into their own hands and to call 9-1-1 if they continue to see violence, destruction of personal property, vandalism, or other criminal mischief.

These regulations are effective immediately and continue until they are either rescinded or until they expire.

Mayor Eric Johnson issues Proclamation Declaring A Local State of Disaster

DALLAS — Mayor Eric Johnson on Sunday issued a Proclamation Declaring A Local State of Disaster for civil disorder and threats of rioting.

The proclamation allows the city manager, under Section 14B of the Dallas City Code, to issue emergency regulations, including a curfew. The details of those emergency regulations will be announced shortly by the city manager's office.

The disaster declaration is set to expire in seven days. The City of Dallas also remains under a Local State of Disaster for the COVID-19 pandemic.

Mayor Johnson has been in communication with Texas Gov. Greg Abbott, U.S. Attorney Erin Nealy Cox, the White House, and faith leaders regarding the City's response efforts.

After signing the declaration, Mayor Johnson issued the following statement:

"I am supportive of peaceful demonstrations, and police should protect the protesters and their right to express themselves in a lawful manner. And I understand and share their pain over the tragic, brutal, and senseless death of George Floyd in Minneapolis.

"But what we have seen from small groups this weekend was not a protest. They dishonored and exploited peaceful protesters and their message and engaged in selfish lawlessness that has nothing to do with human rights or Mr. Floyd's death.

"We cannot allow anyone to loot or vandalize or threaten the lives and livelihoods of people in Dallas. Enough is enough. We need to put a stop to the criminal destruction of our city. Accordingly, at the request of our City's law enforcement chain of command, I am issuing this disaster declaration to allow them to use extraordinary law enforcement tools such as a curfew to maintain order.

"Dallas has experienced unprecedented challenges and heartache over the last few months. For many communities of color, the public health and economic consequences of the COVID-19 pandemic also compounded longstanding frustrations with systemic issues in our country. We must listen to one another, and we must learn to love each other.

"I love this city, and I love its kind, resilient people. We are strong, and we will get through this together."

Rental Mortgage Assistance Program

(This program will be available on Monday, May 4, 2020)

The Dallas City Council took swift action to provide COVID-19 relief to city of Dallas residents on Wednesday, April 22, 2020. Council voted on items providing up to $18.4 million which resulted from the two new Ad Hoc COVID-19 Committees. In addition to providing rental assistance and small business relief, a majority of council members also supported measures preventing eviction.

 

Mortgage/Rental Assistance

 

The Mortgage and Rental Assistance program passed by Council will offer $6.1 million in rental and mortgage aid. Combined with services and programs that already exist within the city, $13.7 million is available. Assistance will provide up to $1,500 for a maximum of three months per eligible household. To qualify for the pre-screening process, applicants must be City of Dallas residents who lost their jobs or were furloughed due to COVID-19. The Mortgage and Rental Assistance program is a collaboration between the Office of Community Care and the Office of Housing and Neighborhood Revitalization.  

The pre-screening process will begin on May 4, 2020. City of Dallas residents are invited to participate online at www.dallascityhall.com. The application is available on a smart phone, tablet, or desktop computer. For those residents without access to the internet, call center agents are available at 469-749-6500 from Monday-Friday, 9 a.m.-5 p.m. Eligible applications will be processed on a first come, first serve basis. 

Small Business Continuity Fund

(This program will be available on Monday, May 4, 2020) 

The Office of Economic Development is launching a $5 million Small Business Continuity Fund. The fund will provide up to $10,000 in grants and up to $50,000 in low-cost loans to small businesses affected by COVID-19. The Small Business Continuity fund application will be available on Monday, May 4 at www.dallascityhall.com. The selection process is a lottery. All completed, eligible applications will be reviewed for consideration. Both loans and grants are available citywide. Small business owners should complete the application online first. If you have questions about the application, please email SBCF@DallasCityhall.com or call 469-749-6500 from Monday-Friday, 9 a.m.-5 p.m. Please note, call agents will not be able to fill out the application on behalf of the small business owner. COVID-19 Community Based Testing Sites open criteria

Dallas, Texas – Both Community Based Testing Sites (CBTS) will open the criteria to include testing for no symptoms required for first responders, DART drivers, healthcare workers, grocery store and essential retail store workers beginning April 20.

The sites operate daily from 8 a.m. to 5 p.m. and are located at:
• American Airlines Center, Parking Lot E, 2500 Victory Plaza
• Ellis Davis Field House, 9191 S Polk St.

Criteria for testing sites are as follows:
• Must have temperature of 99.6 or higher and shortness of breath or cough; OR
• Anyone 65-years-old or older; OR
• Anyone with chronic health issues (diabetes, asthma, heart issues, etc.); OR
• Any first responders, DART drivers, healthcare workers, grocery store and essential retail store workers

COVID-19 Community Based Testing Sites Now Provide Self-Testing Kits, Opens Criteria

Dallas, Texas – Both Community Based Testing Sites (CBTS) will open the criteria to include testing for anyone 65-years-old or older and anyone with chronic health issues (diabetes, asthma, heart problems, etc.) beginning April 16.
Both CBTS locations have transitioned to using the self-swab testing kits, from nasopharyngeal swabs.
The federal government has notified local CBTS they are increasing the federal testing limit to 500 tests per day, per site. The previous limit was 250 tests, per day, per site.
The sites operate daily from 8 a.m. to 5 p.m. and are located at:
• American Airlines Center, Parking Lot E, 2500 Victory Plaza
• Ellis Davis Field House, 9191 S Polk St.
Criteria for testing sites areas follows:

City of Dallas to close parks for Easter weekend

All 397 public parks in Dallas will be closed over Easter weekend to prevent large gatherings. Trails will be open for use as long as residents continue to social distance appropriately. Dallas Municipal Court rescheduling trials, hearings, jury duty

The City of Dallas Municipal Court, located at 2014 Main Street, is rescheduling all trials, hearings and jury duty to a later date. There will be no civil or criminal trials or hearings such as pre-trial hearings, contested hearings, show cause hearings, etc. beginning Wednesday, March 18, 2020, through Friday, May 8, 2020. 

Persons with scheduled trials, hearings, or jury duty appearances will be notified by mail with a new date and time. If individuals have questions, please call courts at 214-670-0190 or chat with a court clerk online at courts.dallascityhall.com.

Walk-in courts and jail cases will proceed as normal. The City of Dallas Municipal Court Building will remain open. Staff is available to assist attorneys and defendants with clerical functions such as filings, answering questions, taking payments, records, setting up payment plans, etc.

Defendants seeking to resolve their citation(s) without coming downtown, can do so online at courts.dallascityhall.com, by mail or phone by calling 214-670-0109 or 3-1-1.

City parks, libraries and cultural facilities closures 

In response to the declaration of a Local State of Disaster and to reduce the spread of COVID-19, starting Saturday, March 14, 2020, public access is closed to all City of Dallas libraries, neighborhood cultural centers and recreation centers through Friday, March 20, 2020. All City programs are suspended until further notice and the City is contacting groups with reservations to cancel and reschedule those bookings.

Athletic fields will be closed for all reservations and organized play. For additional information from Parks & Recreation, please see www.dallasparks.org.

Dallas Public Library staff will be answering phones and responding to customer emails. To find the contact information for your library branch visit  www.dallaslibrary.org.

For additional information about neighborhood cultural centers including the Bath House Cultural Center, Latino Cultural Center, Oak Cliff Cultural Center and South Dallas Cultural Center, please visit www.dallasculture.org.

On March 12, 2020, Mayor Eric Johnson issued a Proclamation Declaring a Local State of Disaster in response to evidence of community spread of coronavirus (COVID-19) within the city of Dallas.
