The Office of Financial Services provides financial and management services support to the City Manager's Office.  The department consists of three divisions: Citywide Capital and Operating Budget Development and Monitoring, Grant Administration and Utility Management.

City Controller’s Office​

The Controller’s Office develops administrative and accounting policies and procedures for City-wide use. In addition, the department ensures the integrity of the City's accounting and payroll systems and provides financial, management, and accounting services support to the City Manager’s Office. The department consists of the following divisions: Accounts Payable, Cash and Investments, Cost Accounting, Debt Management, Deferred Compensation, Financial Reporting, Payroll and Reconciliations.

Procurement Services administers the City's centralized purchasing system. Procurement Services also administers the sale and auctioning of City surplus property, impounded vehicles, City fleet, and unclaimed confiscated goods through public auctions.​

The Office of Risk Management is comprised of six divisions, collectively working together to provide a safe and healthy environment for the City’s greatest resource; our employees. Moreover, the Office of Risk Management has been selected to protect the City of Dallas’ assets and guard against risks and safety hazards that could adversely impact City operations.
