About  ARPA: 

The pandemic is forcing families to make difficult choices as they respond to COVID-19. People confined to their homes have for the first time engaged in activities during COVID-19 such as school and work, which has increased wear and tear on aging housing stock. 

Through this Neighborhood Revitalization Program (NRP) the City of Dallas' Housing Department will work with qualified property owners whose homes were built in or before 1959  within the mapped boundaries of Joppa, Tenth Street and Five Mile to offer up to $100,000 in grant assistance with a 5-year deed restriction. 


  • Assistance: Up to $100,000
  • Terms: Grant - 5 year affordability period, deed restrictions
  • Goal: 20 home repairs per neighborhood

Property Eligibility:

  • The property must be located within the mapped boundaries of Joppa, Tenth Street and Five Mile     
    Neighborhood
  • The property must be built in or before 1959
  • The property must be a detached single-family dwelling
  • The property must have been owned for at least 6 months
  • The property must need eligible repairs


Property Owner Eligibility:

  • Be the property owner
  • Have title to the property or can prove homeownership
  • Rent or sell the property to a tenant/home buyer earning less than 80% AMI


Eligible Repairs:


  • Correcting any code violations
  • Testing & treatment/removal of lead-based paint/asbestos hazards
  • Handicapped improvements & removal of barriers to the handicapped
  • Roofing
  • Insulation
  • Flooring and carpeting
  • Water heaters
  • Electrical, Plumbing, HVAC
  • Windows
  • Plaster, siding and stucco
  • Painting (inside and outside)
  • Kitchen or bath cabinets and countertops - Replace/repair
  • Garage doors
  • Structural repairs/modifications
  • Stairs interior and exterior
  • Foundation repairs
  • Landscaping – modest improvements consistent with the neighborhood
  • Hardscape / Softscape
  • Fences
  • Any items determined eligible by the Director that comply with ARPA regulations and guidance.
