Important things to know regarding 2019 Open Enrollment: 

  • The 2019 Open Enrollment period for Active employees starts September 24, 2018 and ends October 12, 2018.
  • Open Enrollment will be passive for all dental, vision, and life coverage. Depending on your current medical election, you may be required to actively enroll in a medical plan for 2019.
    • The 70/30 Plan will be discontinued on December 31st. If you are currently enrolled in this plan and would like to have medical coverage in 2019, you must actively enroll.
    • If you are currently enrolled in the 75/25 HRA Plan (new name for 2019 - Option 1 HRA) and do not want to make any changes for 2019, no action is needed. 
    • Flexible Spending Accounts (FSAs), which includes the Employee Medical Spending Plan (EMSP) and the Dependent Care Assistance Plan (DCAP), do not roll over. You must renew your FSA each year to continue to receive this benefit.

We heard you! There will be exciting enhancements to your benefits options beginning in 2019.

  • The first option preserves the most popular Option 1 Health Reimbursement Account (HRA) plan, without changes. 
  • The second option is a modified Option 2 Copay. This plan offers $25 copays for Primary Office Visits and $50 copays for Specialist visits, providing better predictability and cost control for employees. It also provides access to fixed cost services for urgent care and telehealth while having a lower deductible.
  • The third option is the new Option 3 with a Health Savings Account (HSA). An HSA is a tax- advantaged medical savings account available to those enrolled in a high-deductible health plan (HDHP), which offers an affordable cost to employees. 

Enhanced Benefit Tier

Just like last year, both medical plans offer an enhanced facility benefit that will increase the benefits you receive from your City medical plan when you use certain Cigna network facilities.

When you visit a facility that is part of the enhanced benefit tier, the plan pays your facility charges at 90% coinsurance after you meet your deductible! This enhanced benefit applies to facility charges only — all other charges (physician fees, lab services, etc.) are paid at your plan’s regular levels. The enhanced benefit tier includes 90 Baylor and Methodist facilities all over the DFW metroplex.
