The purpose of this Authorized Hearing is to ensure that the planned development district standards that guide development within the area are meeting the implementation goals of the Valley View-Galleria Area Plan.

The Valley View - Galleria Area Plan was adopted by City Council as the vision for the area in May 2013, followed by the Special Purpose zoning district (SPD) in June 2013. More details can be found on the Valley View - Galleria Area Plan webpage.

The development standards of the Valley View – Galleria Area SPD are based on the City’s Article XIII Form-Based Zoning Standards (form districts). These standards place a greater emphasis on the built form of an area than conventional zoning districts, and require design standards that result in walkable, urban-style places. Some of these standards include buildings that are located directly on the street, with parking hidden behind or in a garage, an emphasis on open space, and neighborhoods that are designed at a pedestrian scale. The Valley View – Galleria Area SPD make a few minor modifications to the form-based code and includes a plan for streets, open spaces, and areas of transition between the tallest and highest intensity uses to the lower density residential areas to the north and east.

The area is also inlcued in the Mall Area Redevelopment TIF.
