City of Dallas Planning & Development offers a variety of consultation services to help with customer questions.

​Consultations below are held at Dallas City Hall, 5BN or virtual

Two Zoning Consultations options are offered: 

  • Basic Zoning Consultation(20 min. - Free): The Basic Zoning Consultation is designed to provide foundational knowledge for your site.  These are complimentary 20-minute sessions with a knowledgeable team member.  This consultation is a starting point for understanding  the basics for your specific site such as: Zoning Districts Regulations, Land-Use Provisions, Permitting Processes & Next Steps.  Great for Mom & Pops shops, small business owners, & minor projects. 
  • Enhanced Zoning Consultation(up to 1-hr - $100 fee): In addition to our standard complimentary 20-minute Basic Zoning Consultations, Enhanced Consultation is available for more in-depth guidance.  This fee-based service ensures focused time with a zoning specialist.  We go beyond the basics to address specialized zoning challenges such as: Planned Development District (PDs), Form-Based Districts, Parking Analysis, Zoning Determinations & Ideal for Consultants & Zoning Professionals.  The initial fee for this service starts at $100, for up to a one-hour session.  Additional fees may apply for certain determinations and/or additional research.

Current Planner Consultation: 

Schedule an appointment with a Current Planning Planner to discuss rezoning requests, review checklist items before submitting, or to discuss the zoning change process and what is needed for an application.   Discuss rezoning applications, general zoning changes, Specific Use Permit (SUP), Current Planning Requests (CPR), Amendments to existing or creation of new Planned Development Districts (PD).

Zoning Staff Consultation:  

Schedule an appointment with Zoning staff to discuss development and uses currently allowed on a property including zoning interpretation and regulations, development regulations, building sites, permit processes, inspections, setbacks, height, FAR, Lot Coverage or lot size.  Appointments can be In-Person or Virtual.

Two types of consultations options are offered: 

  • Basic Consultation(20 min. - Free): The Basic  Consultation is designed to provide foundational knowledge for your site.  These are complimentary 20-minute sessions with a knowledgeable team member.  This consultation is a starting point for understanding  the basics for your project. 
  • Enhanced Consultation(up to 1-hr - $115 fee): In addition to our standard complimentary 20-minute Basic Consultations, offer Enhanced Consultation for more in-depth guidance.  This fee-based service ensures focused time  to discuss more intricate  or complex questions. There is a $15 technology fee and an additional $100 consultation fee required upfront. The initial fee for this service starts at $115 for up to a one-hour session.  Additional fees may apply for certain determinations and/or additional research and any time exceeding one hour. 



Building Code Review Consultation

Schedule an appointment with a Building Code Review team member for Building code inquires.  Appointments can be in-person in 320 E. Jefferson Blvd, Room 105 or virtual.

Engineering Services

Schedule an appointment with one of the three Engineering Services below either 320 E. Jefferson Blvd, Room 200 or virtual: 
Paving & Drainage
  • Help you understand the Paving and Drainage submittal requirements and the permitting processes. Also, reviews of new project plans, guidance on plat requirements as it relates to public infrastructure, floodplain, easements, abandonments, real estate, and Q-team Paving and Drainage review. 
Water & Wastewater
  • Help you understand the Water and Wastewater submittal requirements and the permitting process. reviews of new project plans, guidance on plat requirements as it relates to public infrastructure, easements, abandonments, backflow agreements, real estate, capacity flow studies, water/wastewater service requests, Q-team W/WW reviews and others.
Traffic & Transportation
  • Help you understand Traffic & Transportation requirements and processes.

Plumbing/Mechanical/Irrigation Consultation

Schedule an appointment with a Plumbing/Mechanical/Irrigation team to understand the Plumbing/Mechanical/Irrigation Code submittal requirements and the permitting processes. Appointments can be in-person 320 E. Jefferson Blvd Room 105 or virtual.

Public Health Consultation

Schedule an appointment with a Public Health team to understand the Health Code submittal requirements and permitting process.

Residential Review Consultation

Schedule an appointment with a Residential team for clarity on residential building code, essential regulations, and permit requirements. Appointments can be in-person at 320 E. Jefferson Blvd or virtual.

Sub-Division Review Consultation

Velocity Consultation

Schedule an appointment with a the Velocity team to understand required documents and plans for one of the following permit types issued by the Velocity Team: Fence Demolition Reroof Foundation Certificate of Occupancy (CO) – Same Use CO – Temporary Sales/Seasonal CO – Doing Business As (DBA) Changes CO – Occupancy Update CO – Change of Use.

Registration in DallasNow prior to consultations is highly recommended. Registration ensures you are in the system for quicker referrals to other departments and gives direct access to request documents such as Zoning Verification and Determination Letters.

Zoning Consultations are for preliminary conversations and not designed for open permit needs.  
Zoning Consultations do not guarantee permit approval or replace other services such as Site Plan Reviews or Pre-Development Meetings.

Dallas Development Guide
