​Pre-Development

The Pre-Development plan review service is tailored to projects that are in the initial design phase, or earlier. This program offers opportunities for the applicant to assemble their design team and partner with DSD staff to review proposed development projects in a meeting setting. The meeting is an advisory meeting only where collaborative discussions can occur between subject matter experts and the applicant, developer, design team and other consultants involved to address project related questions and concerns at the initial stages. The meeting is not for permit review and no permit will be issued at its conclusion. 

Please note that a pre-development is required prior to submitting for Q-Team review. 
Subject matter experts that will be present at the meeting:
  • Zoning
  • Building Code
  • Landscape
  • Fire Department
  • Paving and Drainage Engineering
  • Water and Wastewater Engineering
  • Traffic and Transportation Engineering
  • Other trades, teams, and departments as needed (Conservation, Historic, Economic Development, Housing & Revitalization, etc.)

Pre-Development meetings are scheduled in one-hour time slots, and are held Tuesday - Thursday from 9am – 10am or 1:30pm – 2:30pm. For more information or to schedule a meeting, please email DEVPredevelopmentmeeting@dallas.gov.

​PROCESS

Customers seeking to utilize this service will be required to first submit a completed pre-development meeting application along with drawings of the proposed project. Before the pre-development plan review team conducts the advisory review, the applicant must make an appointment and ensure the completeness of the submitted documentation.

Once the application is accepted, staff will provide the applicant with the schedule of available meeting time slots and instructions. Appointments will be scheduled at least five days (5) in advance and can be held on Tuesday, Wednesday, and Thursday.

A fee for the project review must be paid by Friday, the week prior to the scheduled meeting. The fee is based on the project lot area in square feet.

  • All commercial occupancy classifications and square footages
  • New commercial site/full development construction projects (ground up)
  • Commercial exterior building renovations/modifications
  • Commercial interior finish outs, renovations, or expansions within existing building footprint

  • Single-family residential projects
  • Sitework projects
  • Plats and subdivision applications

Is a Pre-Development meeting required prior to submitting for Q-Team permit review?
Yes. A Pre-Development meeting is required for new construction and addition projects.

Where are Pre-Development meetings held?
Pre-Development meetings are held virtually via Microsoft Teams, or in person at 320 E. Jefferson Blvd., Room 204 Dallas, TX 75203.
