Q-Team

​The Engineering​ Q-Team  ​(EQT) offers an alternative plan review service to fast track Engineering projects within the City of Dallas. These sessions are available by appointment and provide applicants with a personalized, expedited review experience by bringing together the applicant, developer, design team, project consultant, and the City’s subject matter experts to review projects collaboratively and in realtime. The primary goal of the Engineering Q-Team is to review the project, address all questions and streamline the project towards the potential approval of engineering plans by the conclusion of the meeting.

  • Paving & Drainage Engineers  |   Water & Wastewater Engineering  |  Traffic & Transportation Engineering
  • Arborist  |  Fire  
  • Zoning (applicants may opt for an​ enh​anced “Engineering Q-Team+”,  ​which adds a zoning site plan review to the session)

​​​QUALIFYING PROJECTS

  • Projects that are properly zoned for intended use.
  • Projects that are platted, have an approved preliminary plat, or can validate a legal build site.
  • Projects that have received the appropriate approvals from other departments in advance.

FEES  & PAYMENTS​

FEES
All standard permit fees apply, plus $1,000 per hour for Engineering Q-Team review services. (Refer to Fee Schedule).


PAYMENTS
​​Fees will be posted in the following sequence and shall be required to be paid by the applicant. Failure to make payment may result in a longer permit review.

  1. ​Initial fee (all base fees, intake fees, engineering plan review fees, and a one-hour Engineering Q-Team fee)
  2. Review meeting fee (review meeting fees assessed at a rate of $1,000.00 per hour)
  3. Follow-up fee (optional follow-up review meeting fees assessed at a rate of $1,000.00 per hour)
  4. Final fee (fees that are posted to settle any remaining balance at the end of the review)

PROCESS​​

  1. ​​Customers seeking to utilize this service will be required to first submit Drainage/Paving Engineering and Water/Wastewater Engineering design plans through the DallasNow portal. The system will autogenerate the respective PAV-DRNG and WWWES DallasNow file numbers. The respective engineering checklists and the Engineering Q-Team prequalification checklist must be uploaded to the Documents folder of both projects. 
  2. Upon completing the applicant upload task, an email must be sent to DSDEngQTeam@dallas.gov  to request an Engineering Q-Team appointment. Staff will prescreen the documents and plans for completeness.
  3. Once the application is successfully prescreened, staff will provide the applicant with the schedule of available meeting time slots and instructions. Appointments will be scheduled at least five days (5) in advance and can be held on a Tuesday, Wednesday, or Thursday for a full day.
  4. At the meeting, staff and stakeholders collaborate as partners to review and discuss the proposed development. If a permit cannot be issued by the end of the meeting, the applicant may choose to schedule a follow up meeting. If no follow up meeting is scheduled, the applicant shall revise the drawings and resubmit them through the online system. All requested revisions will be reviewed within ten (10) business days of resubmittal.​

Do you accept paper plans or electronic plans?
The Engineering Q-Team only accepts electronic plans.

Is my Drafting Team required to attend the meeting?
No. However, we highly encourage you and your team to attend the meeting prepared to perform revisions as needed. 


Are in-person Engineering Q-Team meetings available? Where are they hosted?
Yes, in-person meetings are available upon request and are hosted at 320 E. Jefferson Blvd​
