Who We Are

Mission

The mission of OCPO is to ensure civilian complaints are reviewed impartially to enhance the transparency and trust between the City of Dallas, the Dallas Police Department, and the community. To help ensure this accountability, the OCPO will provide functional support and technical to the Community Police Oversight Board (CPOB), formerly known as the Civilian Review Board.

To achieve its mission, the OCPO engages in the following primary functions:

  • Receives and reviews community complaints of police behavior and possible misconduct
  • Reviews and assesses any investigation conducted by DPD’s Internal Affairs Divisions (IAD)
  • Conducts independent investigations into alleged police misconduct
  • Examines DPD and IAD policy and practice and provides recommendations to modernize and help bring in line with national best practice
  • Recommend disciplinary actions that are fair and appropriate if and when investigative findings show that misconduct occurred
  • Request the City Manager to review disciplinary action taken by the Chief of Police
  • Monitors the Dallas Police Department’s investigation of a critical incident involving a Dallas police officer
  • Engage in community outreach to educate the public about the agency and to respond to concerns relevant to the agency’s mandate
