The Business Operations division has three sections: Finance, Procurement/Warehouse, and Utility Billing. The division manages the department's accounting, budget,  accounts payable, and billing functions.  Additionally, the division manages the department's procurement lifecycle, including specifications, bids, proposals, contract monitoring and closeout, and disposal. 

Utility billing manages the City's electricity contract, including budget recommendations, bill reconciliation, and service connections.
