The Kiest Cliff Target area is located in District 3, generally bounded by Hampton Rd to the east, Loop 12 to the south  and Cockrell Hill Rd to the west. Neighborhood Plus is a comprehensive neighborhood revitalization strategy for the City of Dallas.
