The Buckner Terrace-Skyline Target Area is a Neighborhood Plus Target Area. The Skyline Target Areas is located in District 7.  It is generally bounded by  Jim Miller Road to the West, Military Parkway to the South, Buckner Blvd. and Big Town Blvd. to the East, and Interstate Highway 30 to the North. Neighborhood Plus Plan is a comprehensive neighborhood revitalization strategy for the City of Dallas.

BACKGROUND

Within the Buckner Terrace-Skyline target area, there is a concentration of nearly 1,000 apartment units spanning four (4) major complexes along with a collection of townhomes split among a group of owners. While the area has experienced an increase in new residential and commercial construction, maintenance is needed for much of the multi-family housing.

The perception of crime and general disengagement with the wider community has isolated residents living within the multi-family housing. To bring community stakeholders together and create a safe and secure community for all the residents, the Buckner Terrace-Skyline Advisory Committee, composed of neighborhood residents and leaders, is focused on "Safety & Security".  Issues such as crime, quality housing, connection to services, educational attainment, neighborhood beautification and community empowerment are being addressed.

Through input provided in numerous community meetings and workshops, a Strategic Neighborhood Action Plan (SNAP) was created. The Strategic Neighborhood Action Plan outlines a sustainable set of tasks to continue addressing neighborhood concerns and will be implemented by the Buckner Terrace Homeowner's Association. 

In January 2018, the Planning & Urban Design department received a $5,000 KaBOOM! Play Everywhere Challenge grant to transform the sidewalks near Skyline High school and Guzick Elementary school into interactive sports-themed play areas!  The sidewalk Sportscape was completed in August 2018. Read more about the project.
