Permit To Discharge Industrial Wastes (Application)

A permit is required for industries in Dallas discharging industri​​al wastes to the wastewater collection and treatment system. The process for obtaining a discharge permit and the type of pollutants monitored will vary depending on the industrial processes and categories. One provision of the approved Pretreatment Program is the requirement that all significant industrial users of the wastewater system obtain and maintain a Wastewater Discharge Permit. Dallas City Code Volume II, Chapter 49, Article IV, Section 49-46 states:

"A significant industrial user commits an offense if he discharges, or allows the discharge of, industrial waste into the wastewater system without obtaining and maintaining a valid permit from the director."

A significant industrial user is defined as any user that:

  1. discharges an average of 25,000 or more gallons of wastewater per day into the wastewater system, excluding normal domestic wastewater, non-contact cooling water, and boiler blowdown water;
  2. is subject to national categorical pretreatment standards by the United States Environmental Protection Agency;
  3. contributes a stream of wastewater that makes up five percent or more of the average dry weather hydraulic or organic capacity of the city's wastewater treatment plant; or
  4. is deemed by the director to be a significant non-domestic discharge source that alone or combined with other sources may cause pass through, interference, or sludge contamination in the wastewater system.

Any industry that will be discharging process wastewater or planning to operate and discharge industrial waste to the wastewater collection system should contact the Dallas Water Utilities (DWU) Pretreatment Program to determine if any permit requirements are applicable, prior to construction. Failure to do so may result in unnecessary cost and delays in order to revise the discharge and/or pretreatment system to meet city requirements after construction.​

The following industrial categories require an industrial wastewater discharge permit. These industries should be aware of the City of Dallas permit requirements.

Discharging industrial wastewater without a valid permit is a violation of Dallas City Code Volume II, Chapter 49, Article IV, Section 49-46.
