Scope and Content
City Manager James W. Aston requested the Bureau of Public Information prepare an outline of city departments, their functions, and their operations for distribution to taxpayers and school children. He wanted the people of Dallas be able to visualize the responsibilities incumbent upon the council-manager form of government and "the businesslike manner in which Dallas' 'greatest corporation' is conducted."
