Scope and Content
Collection documents the personnel rules used by the City of Dallas in the regulation of employee conduct.
The Human Resources Department (formerly the Personnel Department) of the City of Dallas, is the employing agency of the city and its mission is to attract, recruit, and hire quality individuals to the City of Dallas. It also seeks to develop, motivate, reward, and recognize employees. It was created in May, 1940, as the personnel agent of the City Manager. The department initially assumed the functions of recruiting of labor, processing of appointees secured through Civil Service, and handling of transfers and promotion; though, its duties have greatly expanded over many decades. This department created the Personnel Rules.
Collection consists of personnel rules, guidelines for employee discipline, an employee handbook, a salary administration guide, a training manual for on-the-job accidents. A copy of personnel ordinances from 1976 is included. Especially significant in the collection is the first set of written regulations for City of Dallas employees (1933), which predates the Personnel Department.
