Scope and Content

Collection contains photography, color prints and negatives, of the November 1991 Dallas City Council Inauguration.  Images include candid shots, invited guests, ceremony, and group portrait.

The 1992 Dallas City Council was composed ​of Place No. 1: Domingo Garcia; Place No. 2: Chris Luna; Place No. 3: Charles C. Tandy; Place No. 4: Larry Duncan; Place No. 5: Don Hicks; Place No. 6: Mattie Lee Nash; Place No. 7: Charlotte Mayes; Place No. 8: Al Lipscomb; Place No. 9: Glenn Box; Place No. 10: Donna Halstead; Place No 11: Paul Fielding; Place No. 12: Max W. Wells; Place No. 13: Jerry Bartos; and Place No. 14: Lori Palmer.

This election was the first election held under the 14-1 plan.  Nine whites, four blacks, and two Latinos were elected to represent Dallas.  This council included four women, a first for Dallas. The fifteenth member, the mayor, was not yet up for election.
