Scope and Content

Dallas City Charter Chapter II, Section 3 requires that the charter be reviewed by a charter review commission every ten years.  In 1988, the Dallas City Council adopted a resolution that established a Charter Review Commission and appointed 16 commissioners.  Charter amendments must be approved by the citizens in an election.  The election was held on August 12, 1989.

The City Council, City Manager, City Secretary, City Auditor, City Attorney, City departments, and the public are invited to submit suggested amendments to the charter.  Local, state, and national experts provide information on redistricting in other jurisdictions, and citizens testify about changes to improve the processes.  Technical amendments to the charter are recommended to conform to state law and the city code and to correct terms and spelling and cross-references. 

Records of the commission were compiled and maintained by its chair, Ray Hutchison.
