​Scope and Content

The collection consists of the correspondence, personal papers, published materials, photographic prints, and ephemera primarily documenting the political campaigns and council records of Al Lipscomb, Dallas City Councilmember.

Albert Louis “Al” Lipscomb (1925 – 2011) was a seven-term Dallas City Council member and a longtime advocate for civil rights. He was the lead plaintiff in a lawsuit in the 1970s that successfully challenged Dallas’ system of electing every council member citywide, forcing the city to change to a mostly single-member district system. He won eight council elections beginning in 1984 and was one of the longest-serving council members in Dallas history at 14 years, with the record being 16 years. Lipscomb was a mentor to many activists and politicians in Dallas. He served as mayor pro tem 1991-1993.

Lipscomb was convicted of federal bribery charges in 2000, stemming from a bribery charge involving payments from a taxi cab company owner. The conviction was overturned on appeal in 2002. In 2015, the city of Dallas renamed part of Grand Avenue to Al Lipscomb Way. The Texas State Fair Classic annual football game between Prairie View A&M University and Grambling State University was named after him from 1990 until 2000. Lipscomb died in 2011 and is buried in Dallas-Fort Worth National Cemetery.


Organization

The papers are organized in four main series - correspondence and personal papers; certificates, awards and photographic materials; ephemera; and published materials. The correspondence series includes constituent correspodence both to and from Lipscomb, and Dallas City Council correspondence and memoranda both to and from Lipscomb.
