Records of City of Dallas Assistant City Attorney Ronald E. Deutsch regarding the creation of a code of ethics for City of Dallas employees.

Collection documents Ronald Deutsch's efforts to research and survey City of Dallas employees and department directors on the development of a citywide employee code of ethics.  The study was directed by City Manager George Schrader in 1977; its objective was to effect a broader, more specific statement of prohibited and permitted employee activities.  It involved a review of current personnel rules, research into existing policies in use in state and local governments, the drafting of a new ethics code, surveys, and the writing of proposed new rules.  A project summary was delivered in March 1980 and the new draft code was implemented one month later.
