A Conservation District (CD) is a zoning district that preserves an area’s physical attributes by providing additional development and architectural regulations. Each Conservation District is customized to a neighborhood and what the residents want to conserve.  The Conservation District regulations are the zoning for the area and all new work within the area must comply with the Conservation District regulations.

On August 20, 2020, a Neighborhood Committee submitted a request for pre-application meetings to begin the process of creating a new Conservation District. In addition to two informational community meetings held on November 9, 2020 and July 19, 2021, a series of ten neighborhood meetings were held between September 29, 2022 and March 6, 2023 to discuss and receive community feedback regarding certain development and architectural standards that could help to conserve the physical attributes and character of the neighborhood. Based upon input received at those community meetings, the proposed DRAFT Conceptual Plan and Conservation District ordinance for the South Winnetka Heights neighborhood was made available for review and comment on December 20, 2023. The DRAFT was then presented to the neighborhood for feedback and comment on January 16 and 23, 2024.

The City Plan Commission recommended approval of the proposed zoning change to establish this new Conservation District on Thursday, March 21 at the 12:30 pm regularly scheduled public hearing.  The proposed zoning change has been scheduled for consideration by the City Council on Wednesday, April 24 at 1:00 pm. Notices and reply forms that allow a property owner to indicate their support or opposition are mailed to each property owner.

• July 29, 2021 - Petitions provided to Neighborhood Committee for collection of property owner signatures. On or before July 29, 2022, petition forms must be submitted to Staff.  Original petition forms with the dated signatures of property owners within the area in support of the proposed CD that represent at least 58% of the land, excluding streets and alleys, within the proposed CD or 58% of the lots within the proposed CD must be submitted in order to make a Zoning Application for a Conservation District.
