In November 2022, Paul was appointed Assistant Director of Dallas Animal Services (DAS) and has worked to increase staffing to improve service delivery, retaining a consulting firm to better understand the concerns regarding loose dogs in Dallas, and improving the dangerous and aggressive dog process.

Under his leadership, DAS is currently participating in the National League of Cities Cohort for Cities Addressing Fines and Fees Equitably by focusing on animal care related fees and their disproportionate impact on communities of color. Paul is also the first Hispanic executive leader of DAS, a testament to our commitment to diversity and inclusion. His appointment reflects our belief in the importance of representing and serving all members of our community.

Prior to DAS, Paul served in various leadership roles within the Department of Code Compliance Services, including leading the Field Operations Unit during the Amended Emergency Regulations to ensure the health and safety of our city. He also oversaw the initiative that increased the Code Compliance staffing to include 33 new Code Officers and Supervisors. Throughout his tenure with the City of Dallas, Paul has managed the implementation of various projects, such as the reallocation of resources within Code Compliance, the Convenient Store certification process, the nightlife venue team, and the City's demolition unit.

Paul holds a Bachelor of Science in Criminal Justice and a minor in Sociology from the University of North Texas at Dallas.
